Overview
State
and national leaders in policy, business, education, and philanthropy,
gathered at the Third Annual States Institute on International Education
in the Schools. The Institute was held November 15-17, 2004 during International
Education Week at the Park Hyatt Washington (DC).
Governors and chief
state school officers from over 20 states organized leadership teams
to participate in this Institute. The teams included senior policymakers
from the executive and legislative branches, international studies experts,
business and philanthropic leaders, and outstanding teachers and principals.
Other Institute participants included representatives of model programs,
experts on trade, national security, foreign languages, and members
of the National Coalition on Asia and International Studies in the Schools.
The Institute is
co-sponsored by the National Governors Association, the Council of Chief
State School Officers, Education Commission of the States, National
Association of State Boards of Education, the National Conference of
State Legislatures, and the National Coalition on Asia and International
Studies in the Schools with the generous support of Ford Foundation,
and the Starr Foundation.

Monday, November 15
States Report on New Initiatives in International Education
Andy Tomkins, Commissioner of Education, Kansas, began this session with remarks on the status of international education in Kansas. Idaho State Superintendent of Public Instruction, Marilyn Howard made remarks on the Idaho Initiative. Shuhan Wang, Education Associate, Department of Education, Delaware shared a presentation on key lessons learned and future steps for her state.

Tuesday, November 16
Skills for the 21st Century: Integrating International Content into High School Reform
Participants discussed the main challenges in high school reform and the methods or necessary ingredients in developing a broad, attainable concept of the ideal high school. Susan Sclafani, Counselor to the U.S. Secretary of Education and Assistant Secretary, Office of Vocational and Adult Education, asserted that learning must be relevant to young people’s interests and the wide range of abilities they bring to the classroom. Chad Wick, President of KnowledgeWorks Foundation in Ohio, pointed out that many large urban districts were created in an era of booming industry in his state, but that they had become some of the lowest-performing schools in the country in today’s more dynamic market. Yee-Ann Cho, Senior Program Officer at the Bill and Melinda Gates Foundation, cited staggering performance statistics at the high school level and the Gates Foundation's small schools approach to reform. Finally, Shari Albright, Principal of the School of the Americas in San Antonio, Texas, described her school's emphasis on experiential learning, rich professional development and community-building as integral to shaping students' world views.

Presentation of The Goldman Sachs Foundation for Excellence in International Education
The second annual Goldman Sachs Foundation Prizes for Excellence in International Education were awarded at a dinner ceremony at the close of the Institute. Jud Sommer, Managing Director at Goldman, Sachs & Co., spoke of the relevance of international knowledge and skills to a global firm and stressed the importance of investing in the next generation of global leaders. Former Governor of Michigan and President and CEO of the National Association of Manufacturers, John Engler, addressed the policy and business perspective on international education.
